Textbooks for upper level and graduate courses in the history of U.S. immigration policy are sorely lacking. There are wonderful books on the immigrant experience, but they fall short in providing an understanding of how laws and policies were set and revised. Ebb and Flow: U.S. Immigration Policy over Time loosely follows the chronology of when laws on policy elements were initially enacted, e.g.
