Helen is the Head of Trowers and Hamlins' Public Sector Commercial Department. Trowers has been rated as the leading law firm for local government by the independent Chambers and Legal 500 Guides for the last nine years. Helen advises the public and private sectors on outsourcings, joint ventures, mutuals, strategic partnerships, shared services and PPPs across all service areas ranging from customer services and social care to regeneration and waste management. She also advises on procurement and bidding strategies and governance issues. Many of the projects on which she has advised have gone on to win awards or been National Pathfinders. Helen has been long recognised by the Legal 500 and Chambers as a national expert in six separate specialist areas of law: local government, public procurement, administrative law, PPPS, education and outsourcing and commercial contracts. The Legal 500 praised the 'forensic' approach combined with 'genuine creativity' which Helen brings to her work. " Helen chaired the award winning New Local Government Network, a leading policy think tank which promotes efficiency and modernisation in the public sector. She was on Sir Ian Byatt's Procurement Taskforce Report and elected to The Guardian's Public Leaders Network. Helen has published numerous articles for the Municipal Journal, LGC, The Guardian and other specialist trade and legal journals as well as editing two editions of Bloomsbury Professional's "Local Government Procurement and Contracts".
