Boris M. Menin received an MS in Electrical Engineering from the Electro-Technical Communication Institute, Russia in 1973, and a PhD in Thermodynamics, Heat- and Mass-transfer from the Technological Institute of the Refrigeration Industry, Russia in 1981. He is credited with developing an entirely new branch of modeling, the information-oriented approach, by which the achievable lowest absolute and relative uncertainties of measured quantity can be calculated before the realization of experiments. His publications include the book Information Approach for Modeling Physical Phenomena and Technological Processes (2017), which presents a theoretical explanation and grounding of the application of information and similarity theories for the calculation of the threshold discrepancy between a model and a researched phenomenon.
