Excerpt from Third Annual Report of the State Board of Health and Vital Statistics of the Commonwealth of Pennsylvania, 1888Sir: In presenting his third annual report in compliance With the by-laws of the Board and with the provisions of the act which creates it, the Secretary hesitates between first offering expressions of con gratulation on the excellent state of the public health during the past year, or of condolence on the great loss which the Board has sustained in the death of its first president. He may perhaps be pardoned if he yields to the impulse of his heart rather than to the exact requirements of oicial routine and asks you to unite with him for a moment in te calling the eminent virtues of our deceased friend and coadjutor from a sanitarian's standpoint.
