Dr. Bouquillon is a veteran educator who is widely recognized as an innovator and champion for career and technical education. He was appointed Superintendent-Director at Minuteman in 2007. Dr. Bouquillon is an active member of the Massachusetts Association of Vocational Administrators (MAVA) and was president from 2013-2014. He is also a founding member of the Alliance for Vocational Education, and he serves as a Trustee to the National Occupational Competency and Training Institute (NOCTI), and is the Secretary of the Board. In 2018 Minuteman was recognized as a National Blue Ribbon School. In August of 2019, Minuteman moved into a new $145M educational facility.

Dr. Bouquillon has won numerous awards and accolades. In 2010, Dr. Bouquillon was recognized by the Lexington Chamber of Commerce for implementing an "Innovative Community Program" in training bio-manufacturing. The Middlesex District Attorney recognized Minuteman noting the school's efforts in providing a safe and secure learning environment. He was named Vermont's Technical Education Center Director of the Year in 2005. His doctoral research earned the 2004 Outstanding PhD Dissertation Award from the National University Council for Workforce and Human Resource Education. Dr.

Bouquillon was also a semi-finalist for the 2019 National Superintendent of the Year Award given by the National Association of School Superintendents. He traveled to China in 2007 and again in 2011 to study the interface between vocational education, workforce improvement, and economic development.
