(Secretary of State for Home Affairs) I had intended simply to republish a speech I made on the subject last session, in moving the second reading of two Bills - one, a Bill for the creation of a Corporation of London; the other, a Bill for the establishment of Borough Municipalities. I found, however, that for my present purpose, that speech required so much modification that I could only retain certain portions of it, and it seemed more convenient to throw my views into the form of a letter to the Home Secretary.
